Interest on the Euro 750,000,000 9.50 per cent. Notes due 2011 of T¨urkiye Cumhuriyeti (The Republic of
Turkey) (the ``Notes'') is payable annually in arrear on 18 January of each year at the rate of 9.50 per
cent. per annum. There will be a short first coupon payable on 18 January 2004. Unless previously
purchased and cancelled the Notes will be redeemed at their principal amount together with accrued
interest (being for the period from and including 18 January 2010 to but excluding 18 January 2011) on
18 January 2011 and are not redeemable prior to that date. See ``Terms and Conditions of the Notes --
